In March 1988, Congress declared the Revolutionary-era contributions of blacks to be of "preeminent historical and lasting significance to the nation."  This made the memorial eligible to stand on the Mall. 

Subsequently, a half dozen federal agencies had to be consulted before the final site was approved.
